How would one go about changing the weather settings?

Right click on one of the interactive parts of the rain meter. Then go to "Manage Skin" in the menu. Once there open a new tab and go to weather(dot)com, search for your city - it will be important soon. In the rainmeter window go to TECH-A > WEATHER > VClouds.... After selecting "VClouds..." select edit near the upper right. In side the notepad window that opens search for the line that says "Location=INxx0012" or something close, the numbers may be off there. Erase the 8 digit code and replace it with the 8 digit code for your city in the URL of the weather(dot)com tab. Save the notepad file, refresh skin, and (if it worked) you should have your location in the weather section.

If you figure out how to change the links section (so I can have reddit instead of 9gag, for example) please let me know.

Just download the file, right click on skin,choose Tech-a, cfg, configure. You'll see all the color codes i used.
